What is CodeMark certification, and which countries does it cover?

The CodeMark is the highest level of voluntary building product certification officially launched by Australia and New Zealand; it is managed by JAS-ANZ, the Joint Recognition System of Australia and New Zealand.

Products that receive CodeMark certification are "automatically accepted by the building codes of both countries" without having to go through local councils or even architects for review. Why is CodeMark considered the "ultimate passport" in the Australian and New Zealand markets?
