United Insulation's Full Range of Glass Wool and Rock Wool Products Officially Pass EU CE Certification, Enabling Unrestricted Access to the European Market

2016-05-20

China, May 17, 2016 – United Insulation is an international thermal insulation material exporter. The company officially announced that their entire range of Glass Wool and Rock Wool products had passed EU CE certification, entitling them to unlimited free movement within the 28 EU member states and the European Free Trade Association countries.

What is EU CE certification? Which countries and regions does it cover?

The CE marking is an EU certification required for products related to health, safety, and environmental protection; therefore, it falls under the stringent control of the CPR, or Construction Products Regulation under Regulation EU No 305/2011. Currently covering:

The 27 members of the EU include Germany, France, Italy, Spain, Poland etc.

Countries of the European Free Trade Association, EFTA (Norway, Iceland, Liechtenstein, Switzerland)

Some candidate countries and related markets, such as Turkey, which recognizes CE via the Customs Union

It is compulsory for building insulation materials to have certification by CE. Without the CE mark, legally such products must not be sold or used in the above regions.

What are the primary criteria for CE certification of glass wool and rock wool?

According to EU standards EN 13162 for glass wool and EN 13162 for rock wool, under the CPR regulation, the key performance characteristics assessed for CE certification are:

Fire resistance: Reaction to fire classification, up to A1, fully non-combustible

Thermal performance: Declared thermal conductivity λD and thermal resistance

Durability and dimensional stability

Hazardous substance release: formaldehyde, volatile organic compounds, radioactivity, etc.

Acoustic performance - optional, but increasingly important

Water vapor diffusion resistance and hydrophobicity

Products that achieve CE certification must permanently bear the CE marking on both the packaging and the product, along with a Declaration of Performance (DoP) document, and are liable to undergo random checks in the EU market.

Why would the European market describe CE certification as a "lifeline"?

Europe has one of the most stringent building energy efficiency standards in the world. The EU Energy Performance Building Directive requires all buildings to reach nearly zero energy consumption by 2030, and the performance of insulation materials will decide the energy efficiency rating of the building. The European building insulation materials market surpassed €22 billion in 2024, with glass wool and rock wool combined accounting for more than 55% of the total. Suppliers must provide CE certification and a DoP for high-end projects almost universally.

All Chinese companies lacking the CE certification will be completely barred from the market and may even face steep fines, possibly with product confiscation.

United Insulation's EU-Level Core Strength in Glass Wool and Rock Wool

United Insulation glass wool and rock wool products that have just passed the latest round of CE certification meet or beat the highest EU requirements on all key indicators:

Fire rating of rock wool: A1 non-combustible (EN 13501-1)

Glass wool fire rating: A1/A2-s1,d0

Thermal conductivity as low as 0.032–0.038 W/(m·K) for rock wool, and 0.032–0.040 W/(m·K) for glass wool

Water repellency ≥ 99.5%, short-term water absorption ≤ 1.0 kg / m²

Formaldehyde emission meets or falls below the most stringent European E1 standard; some products reach "zero additives".

The fiber is biodegradable and harmless to the human body, and has obtained the EUCEB certificate.

All products are supplied complete with a full Declaration of Performance (DoP) document, which can be used directly in the EU building energy efficiency calculation software.

Commitment to European Customers

"CE certification is not the goal but our essential commitment to our European customers," commented the CEO of United Insulation. "We want every European partner who chooses United Insulation to use insulation materials that really comply with the latest EU regulations, have stable quality, and provide superior performance."

So far, the company has signed 2026 supply framework agreements with primary distributors and large construction companies in many European countries such as Germany, France, Poland, the Netherlands, and Italy. The first batch of CE-certified products will be shipped directly from Tianjin Port to major ports such as Hamburg, Antwerp, and Rotterdam starting in July 2016.
